FAQ: What does the auditor mean by a complete population?

The population is the full set of relevant items from which testing may be performed, such as all production changes or all employee departures during the period. Start by agreeing on the definition, dates, systems, and exclusions. Preserve the extraction method and explain how you checked completeness. A spreadsheet of a few successful examples is not the same as the full population. If records come from several systems, reconcile them and document differences. Let the auditor determine the testing approach; your job is to provide an accurate, understandable population rather than select only the easiest records.
